Fannie and Freddie was not regulated and Newt got paid $25,000 a month to keep republicans from passing any meaningful legislation to regulate Freddie and Fannie. It was not until dems took control in 2007 did any regulation happen. Freddie and Fannie have not lost any money from current loan regulations.
