Prohibitions against filming the government have absolutely nothing to do with terrorism(false flag or otherwise).
If a terrorist wants to plan an attack, he hardly needs to take photos. He can just look and remember.
The reason government doesn't want to be photoed is that it doesn't want what it is doing to be known.
