This guy is clearly: able to work as he is mobile, doesn't drive (helps hide identity), and is carrying a paint can. He is probably working on a subcontracting job, one of the best rip offs to child support.  If he can walk, run, carry stuff, he can work.

no money in following a woman around shopping for her kids. I guess it's ok for a man to be able to go and buy for himself things he needs and wants after paying child support.. but the mother can't? Is she supposed to stay at home 24/7 and wear rags and never have any form of entertainment while the non custodial parent goes to bars and concerts?
