Yeah, point one, from where do you get your information, sir? You cite NOTHING! Cars at a railway yard is not evidence of anything other than that railway yard is active. That they are moved during the day is only more evidence of that! Leg irons wielded to them would be GREAT evidence...how come not a single pic of those? Those rail cars are FOR CARS. Just north of the rail yard are hundreds and hundreds of imports. Take a look on google Earth.

Dude! I hate to brake the news to ya, THOSE ARE AUTORACKS!!! ie for hauling cars. Trust me on this one! Iam a carman for the rairoad. Could they be used for hauling people? Sure, but why waste the time and fuel when they can kill you locally. If you see them seating around alot these days it's because there are few autos to haul so they have to park them somewhere.

These particular cars are for the mass transport of prisoners, with the purpose of making them work in various locations. Once upon a time prisoners were used to work mines, roads, rails, and forestry. A lot of these cars were refitted to haul other cargo. But not all of them.
