WADA NA TODO ABHIYAN
10 POLICY DEMANDS TO END POVERTY & SOCIAL EXCLUSION
We, the representatives of civil society across India, demand from the United Progressive Alliance government the comprehensive and undiluted fulfillment of the promises made in the National Common Minimum Programme (NCMP). We assert the guarantee and realization of the inalienable rights of health, education, housing, livelihoods and employment, social justice, non-discrimination and human security.
We demand that the commitments made in the NCMP be converted into visible action in a time-bound manner. The UPA must proactively ensure social inclusion and address discrimination, especially against Women, Dalits, Adivasis, Children and the Differently abled. We expect the UPA government to implement the following promises made in the NCMP:
1. Ensure universal access to Education through the adoption of the Right to Education Bill 2005 with suggested amendments, and allocate 6% of the GDP to Education
2. Ensure universal access to the public health system by allocating 3% of the GDP to Health and the effective implementation of the National Rural Health Mission (NRHM).
3. Ensure the Right to Work by rigorously implementing and monitoring the NREGA across the country, and involving the local elected bodies in the same.
4. Ensure the right to land for dalits, adivasis, and women by enacting The Scheduled Tribes
(Recognition of Forest Rights) Bill, 2005 with suggested amendments and strengthening theimplementation of the Land Reforms Acts.
5. Table and enact Women.s Reservation Bill in Parliament immediately
6. Enact a comprehensive Central legislation on reservation in the private sector for dalits and adivasis.
7. Enact the Communal Violence Bill 2005 with amendments and abolish the Armed Forces Special Powers Act.
8. Stop forced eviction and ensure a comprehensive policy for rehabilitation against displacement and natural disasters.
9. Stop the privatization of basic sserrvviicceess and the imposition of user fees on the poor for these services, such as proposed through the JNNURM
10. Ensure the participation of Elected Local Bodies (rural & urban) in all development plans and projects.
