True about CATIII....except Madeira doesn't have CAT III...it doesnt even have an ILS!!!! Runway 05 (which is the rwy this guy landed on) is pure visual approach (after performing vor/dme). you must has visual contact at all times with the rwy at all times, other wise leave and enter the hold. its quite a complex procedure. airline pilots need special training to be able to land there. try get hold of the approach charts and you will see that it is impossible to land in low vis..

I created a waypoint in the GPS at the runway and flew nav right to it, decending and landing just like this.
