Form a group with other taxi drivers and each learn a specific route for a specific period,then simply ride with each other for a couple of days on each others routes.So the time for familiarization is cut down.Also,offer free rides to people who can direct you and help you learn a route.

they could put a gps in a taxi with names up places aswell as locatiion

Have taxi pick up points that have designated directions of travel (north east south west.) People going in the same direction share cabs...I suppose you'd also need an express pick up, where people who are willing to pay more can just go where ever they want directly, but pay a premium.

I suppose, whilst their learning, taxi drivers could become couriers and pizza delivery guys.

de bonos solution: is to have a new type of taxi cab with ? signs on it. the locals would use these and direct the driver. the driver learns the roads whilst he is driving. obviously this answer is before sat navs, and i have not written it thoroughly, but u get the point. very creative answer.

let them help postmen in their cars as they deliver the mail, they learn the streets and get paid as postmen.
