I remember seeing this game advertised in GameFan magazine's "Gave Cave" page. (Long-defunct, sadly.)
For an early PS1 shmup, I'd say that this one looks decent if not pretty fun. Certainly nothing on the level of Zanac x Zanac or Radiant Silvergun, admittedly.
Keep in mind the video mentions this game being 'Copyright Santos 1996', so the dev kits they were working with were probably somewhat primitive at the time.
