Yes, you could do the french roll with short hair...just as long as your hair is long enough to cover the hair wefts efficiently.

I would begin sectioning off the top of the hair. Then I would add the wefts vertically on the sides and somewhat diagonally in the back so that the hair can be combed into the french roll. The hair that is left out can be spiral curled so that it will give it a nice look and help cover any exposed wefts.
