ELIMINATE THE IMPOSSIBLE part 2, bloody skeleton mystery

FIND THE CLUES AND SOLVE THE MYSTERY!!! Part 2 of presentation to the ACDSL: multi-spectral image of missing documents hidden under paintings in a fifty year old notebook (late evening 17-6-2005):

A fifty year old time capsule was opened, setting off an officially authorized (but strictly confidential) race to decode the elements and symbols, and to image handwriting and printed words hidden by oil or water-soluble paint in two old notebooks; all in only three days time.
The first multi-spectral image revealed an executive order hidden beneath an oil painting (a large skeleton holding a smaller one in front of a haunted mansion). The order also bore the small cartoon imprint of a red ghost-dog.


"This is incredible! This is probably the true color for the 11 missing pages. A red spectral dog. Well, considering all the security around these books, with the FBI, and the President and the Prime Minister, we thought they were going to be more exciting than this. But we've got a new mystery now. The other 10 pages appear to be continuances of the same executive order, with only two small differences. The order number changes a little: "Executive Order II.3 c ".
And the date is now one year later: see these words "MONSTR June 11, 1946." And there's a new cartoon figure: a red skeleton, wearing an army helmet, playing a horn. Here's the next year: "MONSTR June 10, 1947". Now you can see that the skeleton trumpeter must be a block print! It's a stamp. The dead trumpeter appears on seven pages, from 1946 through 1952. And each time, it's in a slightly different spot on the page. Like a seal from somebody's ring. Now wait till you see this..."
