It would me more like an osoto otoshi in that case, but the concept is right makikomi is the action of wrapping and osoto simply means major outer.
Its basically major outer wrap.

osoto makikomi usually includes a "winding" motion yes, but the concept of MAKIKOMI doesn't mean to wind or wrap.

that is incorrect... Makikomi for the most part is an aspect that can be included in ANY nage or otoshi. It merely means that you are going to fall with Uke (on top of him) like a sutemi waza but with more intended control of uke.

Maki Komi is a not foward throw, you are doing a o soto gake.

Maki komi is the concept of wrapping the opponents hand and using your weight to throw. It can be applied to many throws, Osoto geri included.

Makikomi is yes, O soto makikomi however is a specific throw not a concept and you are throwing in the wrong direction. By planting your foot on the ground and pushing him over you are really doing more of and o soto gake rather than the winding movement of o soto makikomi.
