To run your cell "as built" you would need to feed it about 1.7 to about 2.2 VDC.
When you feed this arrangement with 12VDC you end up wasting a lot of current and make a lot of heat.
Adding neutral plates is probably the easiest way to get the voltage down for each gap, but it is not the only way.
If you decide to go with neutrals, you will probably want to go with 5N or 6N and will also want to wrap your plates to limit the amount of current that bypasses the neutrals.

thank you for your input, I have added three neutrals(because thats what I had,I could change a few more, Right now I have 4 of both +and - and three neutarl I'm hoping this will help a bit, If not I will reconfiger 3x3x5. and I'm digging for somthing to wrap them with...lol. thanks and keep the ideas comming!
