They may have added him in at the beginning with the movie as background, but his voice is dubbed over on the balance of it. I remember this commercial when it aired and thought then it was well done.

WHY THE HELL HAVEN'T I SEEN THIS ONE? I'm always seeing these other DirecTv ads, but why not this one? I would have remembered, even from many many years ago.

OMG Shatner is also the Priveline Negotiator. BTW Boston Legal is the only show with most of the cast from other Star Trek shows.

I think he did want to be in the new one, but they couldn't find a plausible way to fit his character into the plot. Then again, the way tehy squeezed the rest of the characters into the new flick in 2 hours was a bit contrived, too. Oh well, it was still fun to watch.

I'm guessing that through the "magic of CGI", William Shatner's face was shanned to make him "look young" (or remotely like he did in 1991). Think of that part in the third X-Men movie, involving Patrick Stewart and Ian McKellen being able to look 20 years younger.
