The name of this little guy is Carbuncle, but we Americans know him as Has Bean on Dr. Robotnik's Mean Bean Machine.

Puyo Pop, known in Japan as Puyo Puyo, is a computer puzzle game made in 1991 by Compile for various video game systems. Since its creation using characters from Madou Monogatari. It was created by Masamitsu "Moo" Niitani, the founder of Compile, who was inspired by certain elements from the Tetris and Dr. Mario series of games. (wikipedia)
