No Lucas Smith did not obtain a certified copy Dr Manganga was not the chief administrator at the time Lucas supposedly went to Kenya. There also is no stamp on Lucas copy it looks nothing like a Kenyan birth certificate from that era. Lucas can't prove he ever went to Kenya. The administrators name is misspelled. The footprint isn't that of a newborn and Lucas is a convicted forger.
