So its all because ''lack of funding'' and ''improper police protection'' and ''dereliction of the area''. So its a craphole because of all that and not at all because of the welfare culture that it houses? Firstly you can give each one of those welfare leaches a million dollars. Come back in a year and nothing would have changed. Secondly nowhere does it say police is there to keep you safe. That's your job. That's why the second amendment exist.
