Stewart County Detention Center in Lumpkin in southwest Georgia houses over 1,600 Latinos caught residing in the US illegally.
They are detained for several weeks until the are either deported, or go to trial.
Locals hoped the $45 million facility would herald a new day in the impoverished rural town.
One year after the facility opened, both detainees and residents are waiting: for release, and for better times.
