You want to use distilled water with a gelatin (most artist use carrageenan), your gelatin is called the size and this is what the paint will sit on top of. You should also treat your paper/wood/fabric with alum before you begin, this will adhere the paint to your paper. You can find a lot of good books and guides online.
I like Mr. Finley's charming demeanor in this demonstration, like a friendly art teacher; he humanizes the craft and his general likability makes his explanation more compelling.
