The other way is to grind it off the whole axle. You cannot remove it a different way, even if you removed the brake disk you need the wheel off first to access the disk brake nuts.

Battery powered grinder, the clamps just latch onto the wheel, sometimes with a cheap padlock, if they used a cheap padlock just bring a hacksaw out and cut though the metal bit where it locks on the padlock, then remove it and if the blokes van is still there, throw it through his windscreen!

@MrFoxy1974 Because you parked like an inconsiderate dick. I hate clampers as much as the next person... but some people just ask to get clamped. To be honest I wouldn't have gone to the effort of cutting off a clamp for that piece of shit car.
