They should not judge a rule to nunchaku practitioners without statistical proofs and awarenez of the ones whose using it. said it can hurt people around areas by just swigging it - that is for minors/children. Nunchaku requires discipline and a place to practice. and not all nunchaku is lethal. the first impression of nunchaku is a weapon, but it is actually an exercise equipment/tools. in our modern world, everything is adjusting, mostly for the better. it wont damage anything on allowing it.

they should have focused more on guns and knifes which can be used as advantage for robbery. on our nunchaku community, not one used it to abide the law of human. this is our rights of expression. we call them freestyle nunchaku - used in parks and indoors but not on a busy street. nunchaku can only be illegal if it is used for defensive/offense act. it works like a pencil, when used as a weapon. so nunchaku can be considered as a tool. just like hammer and saw. check "appeal to authority" judge
