I have flown both seats and can tell you that the FO is busiest during the first few moments after landing. Yes, both pilots are busy during takeoff and landing. However, task saturation varies depending on who is "Pilot Flying" and "Pilot Monitoring" not necessarily Capt/FO.
That's the flight attendant making the announcement. There is no way the FO has time to make this announcement on the PA. s The First Officer is actually busy during the "after landing phase" of the flight. I know everyone thinks that FOs don't do anything, but they are the busiest person in the cockpit.
