Lisa Tanner in the Flagler County jail

Lisa Tanner, daughter of former State Attorney John Tanner, was arrested in March, 2005, on charges of disorderly intoxication and resisting an officer. The charges were later dropped after a grand jury investigation to review the booking process used by the Flagler police offices involved.

In response to a public records request by The Daytona Beach News-Journal, Fleming's office released an hourlong video that shows Lisa Tanner twice being forcefully restrained and strapped into a four-point restraint chair by four sheriff's deputies. This clip begins as Lisa Tanner, has slipped out of the top of the restraint chair and is knocking on the window.

The 10th Judicial Circuit State Attorney's Office has reached an agreement to drop charges against Flagler County Sheriff's jail guards Betty Lavictoire and Brian Pasquariello if the two write a letter of apology to Lisa Tanner, complete training on the use of force or medical care for injured persons and serve 10 consecutive days of leave without pay. The two are still with the Sheriff's Office but no longer work at the jail.
