the majority of complaints for this ad had nothing to do with the word bugger it was pro animal pussies complaining about the scene with the cow that incinuates its death.

To my knowledge this ad aired in Australia for the length of time it was meant to air. It was apparently banned in New Zealand because of the term used...
I think it had something to do with the continuing satirical reference to NZ having more sheep than people... and men getting lonely. Check out the 'Black Sheep' movie trailer. Kind of plays that bit up a bit ;)

What I can tell you from my first hand knowledge is that this advertisement was NOT banned in New Zealand - I was living in New Zealand at the time it was screened.
It is far more likely to have been banned in Australia where they appear they seem to have a similar in false morality to that in the USA.

When it was aired in NZ it was temporarily banned after 120 complaints. It returned to the air after 8:30pm (Adult Viewing time). It was never banned in Australia and only ever received 1 complaint.
The 'farmer' in the ad is an Australian actor.

Umm, no. It was never banned in Australia and Australia is nothing like the US when it comes to what is shown on TV. Just look at the new series, Underbelly, which would never air at at the time it does in Australia in the States.
