The United Nations today launched an appeal for seventy-four million dollars to help the one million flood-stricken people in the Philippines, which has been hit by massive back-to-back storms.
United Nations Emergency Relief Coordinator, John Holmes told journalists today (6 October) at the United Nations (UN) that he thought this to be the largest flash appeal ever launched for Philippines.
At least three hundred people were killed when tropical storm Ketsana (also known as Ondoy) slammed into the South-East Asian nation last week, displacing hundreds of thousands.
The devastation wrought by that deadly storm was amplified by typhoon Parma, which made landfall in recent days, affecting 70,000 people. That storm struck an area focused on agriculture, resulting in a nearly $120 million loss in crops. Preemptively, 35,000 people were evacuated, but the number of people sheltering in camps is expected to rise to 100,000.
Holmes said that in order to jumpstart the international response he had already authorized an allocation of seven million dollars from the Central Emergency Response fund (CERF) for projects on the appeal. He added that many governments in the region, as well as the US government were helping in different ways in addition to the UN efforts.
Some 400,000 people are living in emergency shelters around the hard-hit capital, Manila, with many expected to return to their homes once the water has receded.
Holmes noted that the situation on the ground was still difficult; he said that the main affected areas were still being hit by heavy rain, which was affecting the relief operations. He also said that as always with flooding and lack of clean water, there was a serious risk of communicable diseases such as diarrhea, respiratory infections, and skin diseases.
Commenting on the possible links of this natural disaster to climate change Holmes said that one cant link any one event to climate change, but added that the trend looked pretty clear, thats what the scientists have told us to look out for and the reality on the ground seems to be following that.
