HELL no, Honda IS top tier. Perhaps bottem of the top tier, but he is top tier for sure. His AA game is near flawless. Tons of good matchups. RC headbutt, RC handslap, and RC 360 are too good. He's near impossible to safely pressure on wake up. He's NOT low tier by any means.

honda is top tier, hes just very difficult to use on a high level, basically.

@Uberboy07 to a degree yes, but its a accumulation of many things. Ease could be considered but match-ups against characters is quite a deciding factor, if a character can compete (or even be advantageous) well against a large amount of the rest of the cast, they will def be top tier. If there is two character which compete with the rest but one character is easier to use, then the easier would be rated higher.

Matchups takes in two characters range, frame data, damage output, health etc

@DeliciousJay what exactly does top tier mean? Because i thought it mean the character is easier to use & has better stats & utility? Is it just one or all of these? Am I missing something?

It's her uppercut, the Shoouken (or however you spell it). She drags on the ground for the first few hits of it, so you would cancel one into another over and over again to rack up hits really quickly. Because you keep cancelling it, all you hear her saying is "SHO SHO SHO SHO SHO SHO SHO."

CvS2 players call it "Shoshosho," and for good reason. It's actually strong enough to crush their guard bar, so Sakura is really dangerous when she activates because she gets you even if you block.
