Is it necessary to pipe the pvc all the way up to the roof? Isn't it just as effective with a side vent?

According to EPA Radon Mitigation Standards (402-R-93-078) and ASTM Standard Practice for Radon Mitigation Systems (E2121-08), "Radon system discharge pipe must terminate above the roof."

My son is buying a house that is built on a slab foundation, common just after WWII. With out a crawl space, how does he deal with high levels of radon. a resent test rated him at 9. with 4 being expected in our area. thndnrrthvn@yahoo.com

Is there any problems with the rain water that is coming down the inside of the pipe, through the fan and into the ground beneath the floor?

Rain will not fall into the system because there is constant positive pressure (air) blowing out of the pipe. In fact, there is a lot of water being pulled out of the ground and by the system which gets blown outside.
