It was actually a stolen car with a very drunk driver in it.
He misjudged the space needed for the turn, and then, after crashing into the rear end of the parked car, he panics, slams it into reverse and gets hooked on a paking meter.
The rest, as they say, is history.
And it's very fun to watch. :)
