No, the meaning of the song is about technology and war. "Wired were the eyes of a horse on a jet pilot." It's talking about war and the overtaking of humanity and war by machines and technology. Any System Of A Down fan would know that the name of their band is the meaning and symbolism behind the uprising of machines and human apocalypse. Horse is referring to the jet and the "horse's eyes" are wired through the jet pilot. Hence, technology and mankind.
