I saw that after Barney, but I'm confuse, I thought Connecticut Public Television took over Barney since 1992, and now Thirteen is taking over, why?

This ID kinda reminds me of the still picture 13 used back in 1980 showing the Empire State Building with the World Trade Center in the background.
