@dethkruzer no need to skim, what you are looking at is the show version, fight appropriate whips are usually longer and magnitudes heavier.

I've hurt myself sooo many times with my chain whip, even made myself bleed twice... fun times...&& i dont consider it a secondary weapon, nope nope, my chain whip is my #1!!! followed by my staff for #2 :D

I could see that sharp weight doing some nasty bruises and lacerations if you got it to skim along the victim's skin.
