I have witnessed this same craft in a town in The State of Maine where i live.

Not as low but in the daytime just like this sighting.

I live in Colorado. And going through the mountains, you will see these balls usually on power lines or on any type of line giving helicopter and air plane pilots that fly low a warning that a line or power line is there.

I've passed by that a bunch of times. It's a balloon of some type affixed to the lines above the road. It caught me by surprise the first time I passed it. After that, not so much.
