yes it can happen but look at all the resources the National Guard had to pull from to make it happen...One City Not enough resources....sorry it would take a major invasion of another country to enforce and enact martial law in the complete continent of USA. It AINT GONNA HAPPEN

Martial law was needed cause the blacks went crazy and started looting and burning everything in sight...without the military it would have been anarchy. I noticed white areas were fine, but black neighborhoods turned into warzones. Whites couldn't rebuild without the help of the military cause they're only like 15% of the population in New Orleans and were outnumbered...
