I have a sulution to this problem. it will cost you 5 seconds. So...you are 65:1 in the battle...but you have no weapons....ok make it a guerilla organisation. Bring it to 15 million rebel per region. Collect weapons. The inians held their own with spears and bows against bullits. Make a clamp down.....it takes 4 weeks of serious planning. And 1 day of absolute ferocious hell on these murderers.
