Not quite, most people say it's the turtles in water, tortoise on land thing, but the naming conventions for Testudines are actually kinda tricky. Quote ala wikipedia:
"The use of the terms turtle, tortoise, and terrapin is not straightforward.[34][35] All animals with a shell and backbone are classified as turtles, and the word turtle is used to describe all members.[36][37]"
Rejoice! It is okay to call Tortoises turtles! We can be a free people once more!

no, tortoises and turtles are both in the order of Testudines, but are two different species. turtles live in water and tortises live on land
