If his atitude was that of the majority, crime would be reduced to nearly zero.
Criminality exist because it is tolerated, medias bitch when "vigilants" "takes the law into their own hands".
That only tells us that to "the system", protocols and keeping up appearances have become more important than the objective of stopping crime and thus have lost all meaning.

Especially with the sound effects you added from the movie,the screams,whispers and most of all Rorschach's voice...utterly dark,emotional and nightmarish!!
