It is kind of like sparring, in practice you are suppose to be a bit helpful just like when you practice other martial arts type sparring or wrestling. In competition it has some basic rules but in essence you try to take the opponent off balance without getting off balance yourself (without taking a step)
It is called tai chi push-hands, or tui shou.
