They are not rude - they just don't know how to behave in a polite western way. Imagine if you can't speak the language of the others and you want to communicate rather than to ignore someone, you may end up staring at them. It is a form of engagement that may lead to misinterpretation. That may not be the best way to communicate but hey, they are not sophisticated people... they're just ordinary workers and not very educated... yet their intention is not bad, that's the baseline.

It's all about cultural differences - I can understand why he found them rude. But the Chinese have a very different concept of privacy if you live in a small flat sharing with many people. It is not "leaving me alone" that can help you survive, it is to interact and be friendly with others. But as a general rule of thumb, if you travel to a foreign country, you should respect the culture of that country. Travelling is to learn and open your eyes to different viewpoints and behaviours.
