Jesus said IF they were willing to accept it, THEN John was Elijah. Did they accept it? No. So was he Elijah? No. But John did come in the spirit and power of Elijah. A closer inspection of Malachi reads that Elijah would come before the GREAT AND DREADFUL day of the Lord. Was Jesus first coming His GREAT AND DREADFUL DAY? No. Elijah will indeed come before THAT day.

Have you ever heard of types and antitypes? John the Baptist was the antitype of Elijah....Also, one should see the similarities between Elijah and Jesus the Messiah as well...Jesus fed thousands with a little bit of bread and a few fish...He raised the dead as well......I recal God saying in the OT that He was going to send David as well but it wasn´t the literal David...it was Christ.
