Not very good form. Lower the weights, keep a nice straight line between your wrist, elbow, and shoulder and avoid outward rotation of your shoulders.

drive the elbows more will be harder but will get more gain out of it what your doing there is just working the front deltoid for the most of it

Those aren't quite lateral raises... I think you should lower the weight and use strict form.
