In an email late Wed afternoon to all 9,000 Dep't of Economic Security workers, director Clarence Carter concedes their work environment is "toxic" and describes workers' fear of reprisal for speaking out as a "sickness."
Carter pledges to tell employees how he plans to change the department and urges them to step forward. And he appears to take a back-handed swipe at the governor, Legislature and previous administrators: "I know the past few years have been devastating in terms of the care and nurturing of our labor force."
Carter's email was in direct response to an email from 60 case workers that was sent to me Sunday, after I interviewed Carter on "Sunday Square Off."

CPS Staffer's Vulgar Talk Didn't Bar His Promotion. 10.19.2008. Josh Brodesky, ADS. A CPS investigator shocked his co-workers 2 years ago when he made explicit graphic comments about a young girl who may have been sexually abused. A few weeks later, CPS promoted him to head its child-abuse investigations. He continues to hold a key role in the agency, often working on sensitive cases with little supervision.
In June 2006, CPS investigator Ted Zachos used a vulgar slang phrase to tell two female caseworkers that if physical evidence showed the girl was still a virgin, she must be lying about having been sexually abused.
He used another vulgar slang term to describe to the women the type of sexual activity the girl had been subjected to.
Zachos got a letter of reprimand for those comments and for a 3rd alleged comment to a female co-worker and another woman from outside CPS about whether they "were calm in the stirrups."
Since then, numerous complaints and grievances have been made about Zachos by CPS workers - including a grievance by a worker who believed Zachos was spying on her while she was pumping breast milk behind a curtained cubicle. One supervisor quit, saying she could not work with him.
The Zachos case was one of the reasons state Rep Jonathan Paton, a Tucson Republican, pushed to have disciplinary records opened to the public.
Sheri Van Horsen, an organizer for the American Federation of State, County and Municipal Employees, said she was disappointed the complaints were ruled unfounded and questioned how seriously they were investigated. "It was shocking, quite frankly, that these employees had to go so far to file grievances, + those grievances were denied at all those different levels," Van Horsen said. http://www.azstarnet.com/metro/263117
