Minuets at the French court of Louis XIV (a fine dancer) were faster when he was young and slower when his limbs responded more lethargically!
When composers like Beethoven inherited he dance, they understood it in a stately way.
This Bach minuet is played in the same tempo as others which do not have as many 1/8 notes and so sounds rather lively.

Too fast?
I like to think maybe Bach had a more graceful approach intended.
