To get to the Layers dialog, in the tool bar go to Windows then Dockable Dialogs then layers.

The easy way - Ctrl L.

Yes, it can do a lot. Layers, masks, transparency, histograms, color manipulation, filters, etc.
Gimp has some other functionality as Photoshop, and the other way around.
