This can be software or hardware related
It could be software, and you can restore in itunes to fix it
it could be hardware in that a hardware reset can fix it.
It could be the screen.
I replaced the screen on mine - same effect
It could be the Logic Board - in my case this was the problem.
If it is the board it is about the same cost to buy a used one instead of a new board.

THE LCD SCREEN IS BROKEN. The only way to fix it is to buy a new lcd screen or screen assembly
