this takes palce in the half-life 2 universe so basically aliens came overran earth and no one gives a rats ass about aperture exceptt for the characters from half life 2 and since basicaly youve been a sleep for a very long time. also in first portal atboss fight with glados shes says that she doesnt even know whats going on up there witch sais basicaly in the last game aliens overan earth and im kinda guessing portal is when gordan freeman is in city 17.

the place is ruined because of decay because of what youll find out later in the game and also the place is too big too be blown up unless there was a reactor core meltdown wink wink spoil spoil
