@juliachan1987 The white Patch/Panel/Gusset is there to act as a Panty-shield, to absorb wetness, or to obscure perverts from seeing girl's womanhood if they are wearing pantyhose the traditional way. Although if you are a skilled pervert, then the gusset/panel/patch wont even phase you.

You forgot to mention, it's proper etiquette to wear pantyhose/tights without any form of underwear because they were designed and created to REPLACE underwear and stockings as a whole garment. This is why there is a Gusset, or "Panel" in the crotch area of most pantyhose/tights, unless they are seamless, or crotchless.
