Do not underestimate Indian people. Yes they will develop attitude , just as Indians who go abroad to Western countries develop attitudes.
Give the people facilities and attitude will develop.
Frankly, I think it is the negative mind set like yours that prevents people from making bold steps.

This is PERFECT for all indian Cities right now. It's Very Cheap to start off, and you can establish large vast networks so that everyone is connected in the city. As it becomes more popular, they can start to use LONGER buses, double articulated buses, GUIDED rail buses or eventually create trams! They should start it LIKE THIS model all across India
