@NekroMansher Dave has always been a master at incorporating double meanings in his songwriting.Perhaps Dave meant something dirty with this line, but I also think being "too wet to come in from the rain" means the person is so damaged or traumitized that he/she can never be like he/she was before he/she was raped

@NekroMansher It might mean that the victim is " wet" with shame and pain and can't tell anyone about it. Wet representing that she's full of the emotions and coming in from the rain meaning she can't bring herself to tell anyone. That's just my thought so I might be wrong but that's how I see it.
