One thing, one piece of legislation, would do more for these folks than all the samaritans in the country; require them to LEARN ENGLISH.
How the @#$% can you be in the U. S. for 18 years and not speak the language?
Require it, provide the classes, make 'em learn.
I suspect all the other problems would disappear as the find themselves empowered by language.
Oh, but I'm sure this would step on more than a few toes - notably those paid to provide services.
