BROCKTON - The pipe venting out a basement window was a telltale sign of another illegal apartment, this one on David Street.

That stink pipe should be 3 feet above the roof line, said officer Scott Uhlman of the citys Code Enforcement Task Force.

It was just another day for Uhlman and the other inspectors as they scour the city for violations inside and outside houses and businesses.

Do things by the book or were coming, said James Casieri, acting building commissioner. We want to restore the city.

A greater public awareness and a call to get rid of the blight have focused a spotlight on violations that range from illegal plumbing, electricity and construction to yards littered with unregistered cars and trash.

Brocktons code enforcement team includes members of the fire, police, health and building departments.

Code enforcement inspectors chase tips from anonymous callers — often neighbors — or police or firefighters who come across them in their daily work.

Some are obvious, like the pipe out the basement window on David Street or, at the same building, electric meters snatched from an abandoned house across the street to provide power.

At other sites, they find electrical wires strung haphazardly across the space, heaters illegally connected to power and apartments carved out of storage space in attics and basements.

Were out there protecting the public safety, Fire Lt. Edward Williams of the task force. We dont want anyone to die by carbon monoxide or fire. Thats why we take the actions we take.

On one recent day, the task force set out to inspect 20 locations, ended up checking out 23 sites and found a dozen violations — illegal basement and attic apartments, improperly installed wiring or plumbing or non-permitted work.

At 300 North Montello St., a market opened without permits, officials said. Violations included a kerosene heater, unauthorized construction in the rear of the building and faulty installation of a sprinkler.

The owners of a Montello Street duplex, just two years old, built a basement apartment without permits, advertised it on E-bay and rented it, said Williams.

At 42 Hemlock St., the task force found two illegal basement apartments.

Those are among dozens of violations uncovered just in the past month. The most visible was at 456 Montello St. where two auto businesses were operating without licenses, officials said, the yard littered with dozens of motor vehicles. Authorities shut that down last week and ordered the owners to meet requirements for a license.

These kind of illegal, eyesore operations hamper efforts to market the city, especially on gateways to downtown and main thoroughfares, such as Montello Street (Route 28), officials have said.

Louis Tartaglia, executive health officer for the city, said a fatal fire in an illegal apartment in Quincy in late March sparked a number of complaints.

Some violators add illegal apartments to meet high mortgage payments, while others are just greedy, said Tartaglia.

Its all a matter of dollars and cents, he said. More rental space, more money.

When violations are found, the task force acts.

They shut off power to illegal apartments, sometimes to the whole house and force occupants to find temporary quarters. Sometimes, it requires a permit and inspection from the city to restore the use of the space. Other times, the building or part of it is not suitable for an apartment.

People are getting creative, said Fire Chief Kenneth Galligan. But they dont realize the danger theyre creating for themselves and people in the apartments.
