There is a very big difference between the 3rd district of ZS before and the Zamboanga Sibugay today. The Sibugaynons today are much enyoing their share of revenue from the old ZS before. Politicians needed to travel to Pagadian City to beg for roads, schools, etc. Today, Sibugay has changed a lot.
